CIA nominee had detailed knowledge of "enhanced interrogation techniques"

WASHINGTON (Reuters) - John Brennan, President Barack Obama's nominee to head the CIA, had detailed, contemporaneous knowledge of the use of "enhanced interrogation techniques" on captured terrorism suspects during an earlier stint as a top spy agency official, according to multiple sources familiar with official records.

Those records, the sources said, show that Brennan was a regular recipient of CIA message traffic about controversial aspects of the agency's counter-terrorism program after September 2001, including the use of "waterboarding."

How deeply involved Brennan was in the program, and whether he vigorously objected to it at the time, as he has said he did, are likely to be central questions lawmakers raise at his Senate Intelligence Committee confirmation hearing, scheduled for February 7.

After Brennan temporarily left government service in 2005, he publicly disavowed waterboarding, a form of simulated drowning, and other physically painful techniques that are often described as torture.

The official records, which include raw CIA operational message traffic that remains classified, are silent on whether he opposed the techniques while at the spy agency, said the sources, who spoke on condition of anonymity. Brennan served as deputy executive director of the agency beginning in 2001.

Some former officials familiar with deliberations about the program said they don't recall Brennan voicing objections to the use of harsh interrogation techniques.

But other former officials say Brennan was among agency officials who were uncomfortable with the use of physically coercive tactics, despite the legal opinions that supported their use. He expressed concern, according to these officials, that if details of the program became public, it would be CIA officers who would face criticism, rather than the politicians and lawyers who approved them.

"If John says he expressed reservations about some techniques, I believe him because he's an honest guy," said John McLaughlin, who was deputy CIA director at the time.

"Mr. Brennan had significant concerns and personal objections to many elements of the EIT (enhanced interrogation techniques) program while it was under way," a senior administration official said in response to Reuters' inquiries. "He voiced those objections privately with colleagues at the agency."

The question of whether and to what extent Brennan raised objections will be a focus of his confirmation hearing for Republican and Democratic senators alike.

"I have many questions and concerns about his nomination to be director of the Central Intelligence Agency, especially what role he played in the so-called enhanced interrogation programs while serving at the CIA during the last administration," Senator John McCain, who was tortured during captivity in North Vietnam, said recently.

KNOWLEDGE, BUT NOT RESPONSIBILITY

Under the CIA program, which largely ended before Obama took office, captured militants were detained and interrogated in a network of secret CIA prisons. Sometimes, they were delivered to foreign governments through an extralegal process called "extraordinary rendition."

Three high-ranking al Qaeda leaders, including Khalid Sheikh Mohammed, the alleged mastermind of the September 11 attacks on the United States in 2001, were waterboarded.

Because he was a regular recipient of operational traffic related to the interrogation and detention program, Brennan's name appears in a secret draft of a 6,000-page Senate Intelligence Committee investigative report on the program, sources familiar with that report said. They added, however, that he was cited in passing, not as a significant supervisor or manager of the program.

Brennan, who is now Obama's White House counter-terrorism adviser, played no role in the program's "creation, execution or oversight," the senior Obama administration official said.

"(Brennan) was on hundreds if not thousands of messages a day regarding many different issues but his primary responsibility was ... helping manage the day-to-day running of the agency, to include support, logistics, IT, budget, personnel resources, facilities, IG (Inspector General) recommendations, and the like."

BRENNAN DECLINES TO DISCUSS REPORT WITH SENATORS

But one of three Democratic members of the Senate Intelligence Committee who met with Brennan on Wednesday complained that he declined to discuss the panel's investigative report with them.

Senator Mark Udall of Colorado said after the meeting that he was "deeply disappointed" because he had asked Brennan a few weeks earlier to be prepared to discuss the report.

"I understand that he may not see it in his or the CIA's interests to criticize the very agency that he hopes to lead, but I see this as an opportunity for Mr. Brennan to correct the record, institute the necessary reforms and help restore the CIA's reputation for integrity and analytical rigor," Udall said in a statement.

This is the second time that Obama has sought to nominate Brennan to head the spy agency, and the second time that questions have arisen about his involvement in enhanced interrogation tactics when he was a CIA official during the administration of former President George W. Bush.

Brennan's candidacy for the top CIA job was derailed over the issue when he was an early front-runner for it after Obama's 2008 election victory.

Brennan withdrew his name from consideration at that time and, in a letter to President-elect Obama, said he had been a "strong opponent" of Bush-era policies, including the Iraq war and coercive interrogation techniques.

Brennan instead became Obama's White House counter-terrorism adviser. Obama issued an executive order banning the techniques shortly after taking office.

Barring unexpected revelations, most political handicappers believe Brennan will be confirmed as CIA director this time.

Church leaders call for tighter gun restrictions

Lansing ? Fifty southern Michigan church leaders marched, sang and prayed at the Capitol on Tuesday morning in support of action from Gov. Rick Snyder and lawmakers to quell gun violence in Detroit, Flint and other cities plagued by rising murder rates.

"Thirty thousand people died last year in gun violence and we lost four people in Benghazi, but what gets talked about?" said the Rev. Ira Edwards of Flint, who's among clergy pressing for more attention to murder in Michigan's biggest cities.

The ministers said they favor reforms such as universal background checks for firearms purchases, improved mental health care and a ban on assault weapons and high-capacity magazines.

The clergy, part of a movement called Michigan Prophetic Voices, oppose any further slackening of state gun restrictions and dispute National Rifle Association claims that arming citizens and stationing armed guards at schools are the best ways to discourage shootings.

"You do not stop a flood by putting more water out there," said Bishop James Williams of Spirit and Christian Truth Ministries in Detroit. "You do not stop gun violence by putting more guns out there."

Edwards and Williams said they also hope Snyder will provide state backing for an intervention program they say reduced gun violence by 30 percent in Boston. It uses people who've been involved in the problem, especially past offenders, as paid interveners who seek to prevent individual incidents of violence from spiraling into revenge and additional shootings.

Detroit had 386 killings last year, up by 42 from 2011. Flint has had more than 50 killings each of the past three years.

Firearms are on the minds of state lawmakers, too, as President Barack Obama presses for national gun measures in the wake of the killing of 20 children and six adults at a Newtown, Conn., school.

The federal proposals include an assault weapons ban, universal background checks for gun buyers, improved mental health services and help for schools wanting better security.

State Rep. Andy Schor, D-Lansing, has introduced two bills restricting handguns. One bans open carrying of weapons at schools, churches, day care centers, sports venues, bars and taverns, hospitals and state universities. Concealed weapons already are prohibited in gun-free zones. The second adds libraries to the list of gun-free areas.

"I support all of our citizens' right to keep and bear arms, but I also ... feel strongly about ensuring that concealed and open-carry guns are not allowed in very sensitive areas," Schor said.

In December, Snyder vetoed a bill that would have opened up schools, churches and libraries to concealed-carry handguns.

Last week, a Senate committee pushed forward a bill that would register formal opposition to Obama's efforts by declaring any firearm produced and sold exclusively in Michigan to be immune to federal gun rules. The bill is ready for a full Senate vote.

KNOXVILLE, Tenn. (AP) ? One of the best performances of Skylar Diggins' brilliant career spoiled a night when Tennessee was honoring former coach Pat Summitt.

Diggins scored a career-high 33 points Monday as Notre Dame built a 19-point lead and withstood a late Tennessee rally in a 77-67 triumph over the Lady Vols. Notre Dame earned its 14th straight victory and snapped the Lady Vols' nine-game winning streak.

Now the Lady Vols (16-4) hope the loss doesn't prove doubly painful.

Tennessee center Isabelle Harrison was playing Monday with a meniscus injury in her left knee. Harrison hurt the knee again in the first half while driving to the basket, and the 6-foot-3 sophomore had to be helped off the floor. Tennessee coach Holly Warlick had no immediate word on Harrison's condition.

"I hope she's going to be back because we need her," Warlick said. "She's a vital part of our program."

Before the game, Summitt had a banner raised in her honor at Thompson-Boling Arena. Summitt's 1,098-208 career record in 38 seasons gives her the most wins of any Division I men's or women's basketball coach. Summitt stepped down in April after announcing in 2011 that she has early onset dementia, Alzheimer's type.

Summitt's ceremony attracted plenty of star power. The announced crowd of 13,556 included former Lady Vols greats Tamika Catchings, Chamique Holdsclaw, Michelle Marciniak and Candace Parker.

"This is one of the toughest places to play with all those fans out there," Diggins said. "It was a great moment for Coach Summitt, with all those players like Candace Parker and Tamika Catchings on the sidelines. It was a very emotional night tonight, and I thought we did a good job of handling it because they had a lot to play for."

Diggins took over the game early in the first half to put the Irish ahead. She dominated on both ends of the floor again early in the second half. And after Tennessee cut a 19-point deficit to five in the closing minutes, Diggins responded once more.

"She had a phenomenal game. ... She's shooting the ball extremely well," Notre Dame coach Muffet McGraw said. "She shot 50 percent from the field (13 of 26) against a great defense, managed the game, ran the team. Fourth game in nine days, I thought we looked a little tired in stretches at the end, and I really didn't want to take her out to even give her a quick breath. She really gutted it out for 40 minutes with intense pressure on the ball."

Diggins helped Notre Dame (19-1) become the first team to beat both Connecticut and Tennessee in three consecutive seasons. The Irish won 73-72 at Connecticut on Jan. 5.

After losing its first 20 meetings in this series, the Irish beat the Lady Vols in a 2011 regional final and trounced Tennessee 72-44 last season. That 72-44 result represented Tennessee's lowest point total and its second-most lopsided loss in Summitt's 38-year tenure. This marked the first time Notre Dame had beaten Tennessee in Knoxville.

"We went up against a great team and a great player in Skylar Diggins," Warlick said. "We battled. When we learn to maintain a level of play for us, we're going to be very good. We just get in some lulls and some valleys."

Bashaara Graves had 19 points and 13 rebounds for Tennessee. Taber Spani added 12 points and Meighan Simmons had 11 points. Jewell Loyd had 10 points for Notre Dame, while Kayla McBride had nine points and 10 rebounds.

Tennessee used the emotion of the pregame ceremony for Summitt to take an early 7-2 lead, but the Irish answered with a 12-2 run of their own. Diggins scored 11 points in the first 10 minutes of the game to help the Irish build a 33-29 halftime lead.

Diggins was even better early in the second half.

The senior guard scored 12 points in the first seven minutes after the break. She had six points, three steals, one block and an assist during an 11-0 run that gave the Irish a 16-point lead.

"She played great," Spani said. "She played fantastic. She hit shots for them. She was their leader emotionally. She willed their team to victory."

After trailing by as many as 19 points, Tennessee rattled the Irish with a furious rally over the final 10 minutes and cut the lead to 69-64 on Spani's free throw with 3:54 remaining.

That's when Diggins took over again.

She found Madison Cable for a layup that got the Irish out of danger. After Spani and Jasmine Jones missed jumpers on Tennessee's next possession, Diggins sank a 3-pointer to make it a 10-point game.

Notre Dame's lead wouldn't drop below eight again. One of the game's marquee personalities had come through on the big stage once again.

"With all those people out there, it's great for women's basketball," Diggins said. "When you go to college, you dream of playing in games like this."

Charter schools, fireworks, guns popular subjects for legislation ...

AUGUSTA, Maine ? Bonds, charter schools, fireworks and the state?s weapons laws are likely to be common themes in legislative debate in the coming months as lawmakers wade through more than 1,600 bill submissions.

A legislative office Monday released a list of titles for the numerous pieces of legislation proposed by lawmakers in time for their Jan. 18 bill submission deadline. The specific proposals will emerge in the coming weeks as the Legislature?s Office of the Revisor prepares the official bill text.

Lawmakers in the House and Senate have proposed more than 30 separate bond measures that propose to fund job-creation initiatives, research and development projects, road improvements, a commuter rail, and a variety of projects at the state?s universities, community colleges and Maine Maritime Academy.

The bond measures would also fund a handful of local projects, including an initiative to expand the Portland Fish Exchange and another to develop Lewiston?s Riverfront Island area.

The list of bill titles also shows that lawmakers are interested in revisiting a handful of laws that passed during the past two years by a Republican-controlled Legislature.

Legislators submitted more than 15 measures targeting charter schools, which Maine now allows following a 2011 law passed by the last Legislature and signed by Republican Gov. Paul LePage. The law made Maine the 41st state to allow the independently run public schools; similar bills had failed in previous Legislatures controlled by Democrats.

One measure, proposed by Democratic Sen. Linda Valentino of Saco, would prohibit so-called virtual charter schools, which would allow students to complete all or a majority of their coursework remotely. Three separate bills proposed by Democrats Rep. Victoria Kornfield of Bangor, Senate President Justin Alfond of Portland and Rep. Michael Devin of Newcastle establish moratoriums on the approval of virtual schools.

Democrats have raised concerns about the ties between nonprofit groups proposing to start virtual charter schools in Maine and for-profit companies the schools would rely on to provide curriculum, teaching and management services.

LePage has also stoked the controversy by publicly criticizing the Maine Charter School Commission for not approving applications to start virtual charter schools. Earlier this month, he called on the commission?s seven members to resign after they rejected four of five applications for new charter schools, including two proposals for virtual schools. The commission members said they would not resign in response to the governor?s call.

Lawmakers have also proposed measures that would affect the funding stream for charter schools, including a measure by Rep. Bruce MacDonald, D-Boothbay Harbor, that would eliminate the requirement that local public school funding follow each student who attends a charter school. Under Maine law, charter schools receive funding from the home school districts for each student they enroll.

Meanwhile, LePage is preparing legislation that would remove the 10-school cap on the number of state-approved charter schools.

Fireworks are another popular theme on the list of lawmakers? bill proposals. Legislators in 2011 reversed Maine?s 60-year-old ban on the sale and use of the consumer explosives.

This year, lawmakers are proposing at least a half-dozen measures to establish restrictions on their use, protect farm animals from noisy fireworks and require local permits to set off fireworks. One measure, from Democratic Rep. Michael Lajoie of Lewiston, would completely repeal the law allowing the possession and sale of fireworks.

The state?s weapons laws are another frequent subject of legislation following last month?s deadly school shooting in Newtown, Conn.

One bill, sponsored by Rep. Paul Davis, R-Sangerville, would provide funding to allow Maine to expand its reporting to the National Instant Criminal Background Check System. While Maine is required by state and federal law to report the names of people who have been involuntarily committed to psychiatric hospitals ? and, therefore, unable to legally own a gun ? to the national database, it hasn?t had the funding to do so.

Other weapons measures on the list of bill titles would require additional training before someone can obtain a concealed weapons permit, ensure that the names of concealed weapons permit holders are kept confidential and ban guns with high-capacity magazines. A handful of bills would also prohibit the enforcement in Maine of federal restrictions on gun ownership.

Home Remodeling Platform Houzz Raises $35M Series C Round ...

Houzz is one of those Silicon Valley startups you don?t hear all that much about, but the company is quickly disrupting the $300 billion home remodeling market by providing homeowners with inspiration for their projects and connecting them with the designers, architects and contractors who can turn their ideas into reality. Today, Houzz announced that it has raised a $35 million Series C round led by New Enterprise Associates (NEA) and GGV Capital, with participation from Sequoia Capital, Comcast Ventures, Kleiner Perkins Caufield & Byers and Yammer founder David Sacks.

The company previously raised a $2 million Series A round led by Oren Zeev in 2010 and a $11.6 million series B round led by Sequoia in 2011. The service, the Houzz team also announced today, grew more than 450 percent in the last year and now sees over 12 million unique users.

As Houzz co-founder and CEO Adi Tatarko told me earlier this week, the company plans to use the new influx of capital to expand its team and hire additional engineering and design talent. Houzz, she told me, will continue to add more layers and technologies to its product and expand both its mobile and web product in the coming months. ?In order to transform the entire [home remodeling] industry, there is a lot to do,? she told me. What Houzz won?t do anytime soon, though, is to branch out to other real estate-related areas. The remodeling industry itself is so big and such an underserved market, Tatarko said, that the team plans to squarely focus on this business for now.

The Pro+ service is currently only available in a select number of metro areas, but the Houzz team plans to expand this service to all of the U.S. soon.

Nene scored 16 points and John Wall had 15 for Washington, which has won consecutive games for the second time this season. The Wizards have won five straight at home for the first time in five years.

"We are the team we thought we were supposed to be," Okafor said.

The run began before Wall returned from a left knee injury, and now the injury-riddled team is healthy again.

"We have back all the players. There is our team," Nene said. "We gonna shut up people's mouths. That's what we're going to do."

Chicago (26-17) had won a season-high three in a row for the third time.

Nate Robinson scored 19 points for the Bulls, and Joakim Noah narrowly missed a triple-double with nine points, 17 rebounds and 10 assists, which equaled his career high.

"I think we got beat by a team that just played harder than us tonight," Noah said.

"We played tired basketball tonight."

Chicago dominated Golden State at home on Friday night, leading throughout the game while Washington (11-31) easily beat undermanned Minnesota for its 10th victory of the season.

Two of the season's first five wins came against Miami and Oklahoma City, but in many ways, this was even more impressive.

"As a coach, I'll take it against a high school team," Washington coach Randy Wittman said.

Wittman, whose team was decimated by injuries early this season, pointed out that star point guard Derrick Rose has yet to play for the Bulls, and All-Star forward Luol Deng missed his fifth straight game with a strained right hamstring.

"I've been there, but a win's a win," Wittman said.

Wall, who started for the second straight night, has been the catalyst for the team's recent success.

"It's not just me, man. It's never just me. I wanted to come in and be a spark for the team," Wall said.

"I'm just doing a great job of getting easy shots for my teammates."

The Wizards outscored Chicago 23-11 in the third quarter to take a 73-55 lead. The 11 points were a season low for the Bulls. Chicago had twice as many turnovers (six) as field goals (three) in the period.

"I thought we played low energy tonight," Bulls coach Tom Thibodeau said.

"You gotta get ready for everybody. ... When you start taking shortcuts, the results aren't gonna be good."

The Wizards put together an 11-0 run late in the second quarter, holding the Bulls scoreless for nearly five minutes while building a 50-44 halftime lead.

Washington outscored Chicago 10-2 to start the third and led 60-46 with 8:58 to play. Nene hit two more field goals and two free throws as the Wizards extended the lead to 69-51 with 4:28 left in the third.

New technique sheds light on RNA

Jan. 28, 2013 ? When researchers sequence the RNA of cancer cells, they can compare it to normal cells and see where there is more RNA. That can help lead them to the gene or protein that might be triggering the cancer.

But other than spotting a few known instigators, what does it mean? Is there more RNA because it's synthesizing too quickly or because it's not degrading fast enough? What part of the biological equilibrium is off?

After more than a decade of work, researchers at the University of Michigan Comprehensive Cancer Center have developed a technique to help answer those questions.

The method involves a compound called bromouridine, which can be used to tag or label newly created RNA. Researchers apply the bromouridine for 30 minutes then isolate the RNA to see where the new RNA was made. They call this process Bru-Seq.

On the other hand, the researchers can follow up the bromouridine labeling with a rinse with the chemical uridine for different periods of time. They call this BruChase-Seq because the uridine chases away the newly made RNA so they can look at how the RNA ages over the course of one hour, two hours or six hours. In other words, is the RNA degrading like it's supposed to?

"We can see the whole pattern of all the RNA that's synthesized and all the RNA that's stable vs. degrading. We can sort it out in terms of synthesis and stability and see if a particular RNA is more stable in the cancer cell than the normal cell or if it is taking longer to degrade in the cancer cell than in the normal cell," says study author Mats Ljungman, Ph.D., associate professor of radiation oncology at the U-M Medical School.

"With our technique, we're adding 10-fold more depth to the picture of how genes are expressed," he adds.

Ljungman is part of the Cancer Center's new Translational Oncology Program, which brings together cancer researchers from across the University of Michigan to speed the translation of basic science into clinical trials and new treatment opportunities for patients.

The Cancer Center is currently using gene sequencing techniques to help match advanced cancer patients with potential clinical trial opportunities based on the make-up of their tumor.

In addition to helping with cancer sequencing, Ljungman sees potential for this new technique to help with identifying diseases such as diabetes or inflammation. In the paper describing the technique, published online in Proceedings of the National Academy of Sciences, the researchers describe how they used it to understand an inflammatory response in cells. The researchers have also used the technique to test blood samples.

With a great deal more investigation, Ljungman envisions that one day the test could potentially be offered to people visiting their doctor as a way to monitor changes in the RNA.

"If something is significantly changed from one test to the next, it could be a red flag or an early warning sign of disease. That would be the broadest use of this technology," Ljungman says.

Stem cell 'first aid' for rat stroke

Stem cells given in the vital period immediately after a stroke may aid recovery, suggest researchers.

Rats injected with stem cells 30 minutes after a stroke had almost normal brain function restored within a fortnight.

The Bolivian research team say the method has potential in human trials.

Current best practice is to treat many patients with "clot-busting" drugs in the "golden hour" after a stroke has taken place.

The research, published in the journal Stem Cell Research and Therapy, adds to others which have found that stem cells could aid stroke patients by boosting the body's ability to repair tissue damage.

Stem cells are the body's "master cells", with the potential to become many different cell types, and theoretically replace cells lost through disease or injury.

Recent tests in humans have show some promise, with stroke symptoms improving after an infusion of stem cells.

The Bolivian team, from La Paz University Hospital, extracted a certain type of stem cells from fat and bone marrow, then injected them into the blood vessels of rats shortly after they had suffered an artificially-induced stroke.

Even though the introduced cells did not appear to travel to the affected region of the brain, the rats still did better than other rats who did not receive the cells.

Within 24 hours, they were already showing a speedier recovery, and two weeks later, they registered almost normal scores on behavioural tests.

Easy to use

The researchers said the early introduction of the cells might even interrupt the typical "chain reaction" of tissue damage which follows a stroke, in which the initial injury harms additional cells in surrounding areas.

Dr Exuperio Diez-Tejedor, who led the research, said: "Improved recovery was seen regardless of origin of the stem cells, which may increase the usefulness of this treatment in human trials.

"Adipose (fat) -derived cells in particular are abundant and easy to collect without invasive surgery."

The ease of collection, and the ability to use "allogenic" cells from other rats rather than having to harvest the animal's own cells and culture them, meant a treatment was available not weeks after a stroke, when the damage was done, but in this case minutes.

They wrote: "From the viewpoint of clinical translation allogenic stem cells are attractive because they can be easily obtained from young healthy donors, amplified, and stored for immediate use when needed after a stroke."

They suggested that it might be possible to overcome the risk of immune rejection of the donor cells in humans.

However, a spokesman for the Stroke Association said that human trials of this particular technique would not be possible in the near future.

Dr Clare Walton said: "Stem cells are an incredibly interesting area of stroke research and the results of this study provide further insight into their potential use for stroke recovery.

"However, we are a long way off these types of treatments being used in humans and a lot more research is needed."

LOS ANGELES (AP) ? "Argo" continues to shake up the Oscar race by taking the top honor at the Producers Guild Awards on Saturday.

Ben Affleck, coming off winning Golden Globe Awards for best motion picture drama and director for the real-life drama, received the award handed out at the Beverly Hilton Hotel.

"I'd be remiss if I didn't mention that I'm still working as an actor," he said in his acceptance speech.

Affleck also stars in "Argo" as the CIA operative who orchestrated a daring rescue of six American embassy employees during the 1979 Iranian hostage crisis. George Clooney and Grant Heslov share the producer award with Affleck as "Argo" beat out the Civil War saga "Lincoln," which has a leading 12 Academy Awards nominations.

Other nominees in the PGA movie category were "Les Miserables," ''Zero Dark Thirty," ''Beasts of the Southern Wild," ''Django Unchained," ''Life of Pi," ''Moonrise Kingdom," ''Silver Linings Playbook," and Skyfall."

Along with honors from other Hollywood professional groups such as actors, directors and writers guilds, the producer prizes have become part of the preseason sorting out contenders for Academy Awards.

The big winner often goes on to claim the best-picture honor at the Oscars on Feb. 24.

Disney's "Wreck-It Ralph" won the guild's animation category, beating "Brave," ''Frankenweenie," ''ParaNorman" and "Rise of the Guardians."

"Searching for Sugar Man" took the documentary prize, beating "A People Uncounted," ''The Gatekeepers," ''The Island President," and "The Other Dream Team."

Showtime's "Homeland" won the producer's award for television drama series, which beat out "Breaking Bad," ''Downton Abbey," ''Game of Thrones," and "Mad Men."

The ABC sitcom "Modern Family" took the prize for best comedy series for the third straight year, beating "30 Rock," ''The Big Bang Theory," ''Curb Your Enthusiasm," and "Louie."

Penguin Colony's First Contact With Humans In Antarctica Captured On Camera (VIDEO)

A group of explorers recently became the first humans to ever make contact with a previously unknown colony of more than 9,000 Emperor penguins in the Antarctic. It was a meeting that the expedition leader called "unforgettable."

According to the International Polar Foundation, the group made contact with the Emperor penguin colony, said to be one of Antarctica's largest, in early December after evidence of the birds' existence was discovered using satellite imagery. In a 2009 paper, researchers from the British Antarctic Survey said they located the colony after images taken from space revealed evidence of "penguin poo."

Still, until the recent expedition, there hadn't been unequivocal proof of the colony's existence.

Expedition leader Alain Hubert, who has been in Antarctica for seven seasons and is in the region with the International Polar Foundation research team, told National Geographic that the satellite images gave him and his crew a "rough idea of where to start looking."

Last month, Hubert, along with two other men, hopped on snowmobiles and took a treacherous journey to where they believed the penguins to be. To their amazement, they struck gold. "We were lucky to find it," Hubert told National Geographic.

On Dec. 3, Hubert and his team stumbled upon the 9,000 Emperor penguins, basking in the Antarctic summer sun. They say they were the first humans that the penguins had ever seen.

According to CNN, about 3/4 of the colony were chicks. "Despite global warming, this colony? is growing," said Hubert.

Though Emperor penguins, a species endemic to Antarctica, once lived abundantly in the wild and were considered animals of "least concern" from a conservation standpoint, the International Union for the Conservation of Nature (IUCN) recently changed the status of the species to "near threatened." The animals are "projected to undergo a moderately rapid population decline over the next three generations owing to the effects of projected climate change," the IUCN explains.

As the Antarctic and Southern Ocean Coalition website notes, Emperor penguins are "highly vulnerable" to changes in climate and are "predicted to suffer" if the world's average temperature should increase by 2 degrees Celsius (about 3.6 degrees Fahrenheit), a change experts say will come by the year 2052.

According to a 2011 report by the National Research Council, the average temperature of the Earth?s surface has increased by about 1.4 degrees Fahrenheit over the past century; however, a whopping 1 degree Fahrenheit of this warming is said to have occurred over the past three decades.

This was followed in September with a trip to Kabul by its top security official, the first by a leading Chinese government figure in 46 years, and the announcement that China would train 300 Afghan police officers. China is also showing signs of willingness to help negotiate a peace agreement as NATO prepares to pull out in two years.

It's a new role for China, as its growing economic might gives it a bigger stake in global affairs. Success, though far from guaranteed, could mean a big payoff for a country hungry for resources to sustain its economic growth and eager to maintain stability in Xinjiang.

"If you are able to see a more or less stable situation in Afghanistan, if it becomes another relatively normal Central Asian state, China will be the natural beneficiary," says Andrew Small, a China expert at The German Marshall Fund of the United States, an American research institute. "If you look across Central Asia, that is what has already happened. ... China is the only actor who can foot the level of investment needed in Afghanistan to make it succeed and stick it out."

Over the past decade, China's trade has boomed with Afghanistan's resource-rich neighbors in Central Asia. For Turkmenistan, China trade reached 21 percent of GDP in 2011, up from 1 percent five years earlier, according to an Associated Press analysis of International Monetary Fund data. The equivalent figure for Tajikistan is 32 percent of GDP, versus 12 percent in 2006. China's trade with Afghanistan stood at a modest 1.3 percent of GDP in 2011.

Eyeing Afghanistan's estimated $1 trillion worth of unexploited minerals, Chinese companies have acquired rights to extract vast quantities of copper and coal and snapped up the first oil exploration concessions granted to foreigners in decades. China is also eyeing extensive deposits of lithium, uses of which range from batteries to nuclear components.

The Chinese are also showing interest in investing in hydropower, agriculture and construction. Preliminary talks have been held about a direct road link to China across the remote 76-kilometer (47-mile) border between the two countries, according to Afghanistan's Foreign Ministry.

Wang Lian, a Central Asia expert at Beijing University, notes that superpowers have historically been involved in Afghanistan because it is an Asian crossroads ? and China would be no exception.

"It's unquestionable that China bears the responsibility to participate in the political and economic reconstruction of Afghanistan," he says. "A stable Afghanistan is of vital importance to (China). China can't afford to stand aside following the U.S. troop withdrawal and in the process of political transition."

A stable Afghanistan, Wang says, is vital to the security of Xinjiang, China's far west where Islamic militants are seeking independence. Some have gained sanctuary and training in Pakistan and along the Pakistan-Afghan border. Beijing fears chaos, or victory by the Taliban, would allow these groups greater leeway.

The U.S. is encouraging Beijing to boost its investment and aid in Afghanistan and backs its participation in various peace-seeking initiatives, including a Pakistan-Afghanistan-China forum that met last month for the second time.

Afghan Foreign Ministry spokesman Janan Mosazai says there has been a greater sharing of intelligence between his country and China, and a joint U.S.-Chinese program to mentor junior Afghan diplomats. In one of the only cases of such cooperation in the world, the U.S. brought 15 diplomats to Washington, D.C., last month, after they had received similar training in China. Similar three-way programs are being developed in health and agriculture.

"Recently, China has taken a keener interest in the security situation and the transition process, and we are more than happy that this is increasing," Mosazai says. "It's certainly a change, a welcome change."

He adds that Beijing could play a crucial role in forging peace in Afghanistan because of its close relations to Pakistan, which has long-standing links to the Taliban, whose leadership is widely believed to operate from the country.

Davood Moradian, who heads the Afghan Institute for Strategic Studies in Kabul, says the Chinese are treading carefully, realizing they lack expertise in a complex political landscape that has tripped up other great powers.

"The Chinese are ambiguous. They don't want the Taliban to return to power and are concerned about a vacuum after 2014 that the Taliban could fill, but they also don't like having U.S. troops in their neighborhood," he says.

Should the Chinese step into the peace process, either as a principal intermediary or through Pakistan, they could carry considerable weight.

"They are rare among the actors in Afghanistan in that they are not seen as having been too close to any side of the conflict. All sides are happy to see China's expanded role," Small says.

Though China doesn't want a Taliban takeover, Beijing regards the group as a "legitimate political force," says Small. Beijing was on its way to recognizing the Taliban as the government of Afghanistan before the 9/11 attacks that led to the 2001 invasion of Afghanistan.

The Afghan government has backed off from earlier criticism that the Chinese were not contributing their share to security and reconstruction of the country.

"There was an attitude that the Chinese were just interested in profiting from other people's loss, the blood and sweat of American and other troops," says Moradian. "But that is changing."

A Day After Attacking Clinton, Rand Paul Grills Kerry

Yesterday Sen. Rand Paul (R., Ky.) told Secretary of State Hillary Clinton that if he were president, he would have fired her over her handling of the Benghazi crisis.

Today, in a confirmation hearing in which nearly every senator, Democrat and Republican, heaped glowing praise upon their colleague John Kerry (D., Mass.), who's been nominated for secretary of state, Sen. Rand Paul (R., Ky.) posed contentious questions to Kerry about the U.S.'s role on the world stage. It quickly became apparent that the two senators not only had different political opinions, but different world views. Rand seems to see the world in absolutes; Kerry maintains intervention in world affairs be judged on a case-by-case basis.

Paul, who was publicly critical of President Obama's authorizing U.S. action in Libya to help depose Mohamar Gadhafi, wanted to know Kerry's take on a president's authorizing military action without congressional approval. Kerry responded that, although he is a strong supporter of the War Powers Act, which requires the president to seek congressional authority to declare war, he also supports the right of a president to act in an emergency.

"I supported Ronald Reagan when he sent troops into Grenada. I supported George H.W. Bush when he sent troops into Panama. I supported President Clinton when, against the will of the Congress, he did what was needed to be done in Kosovo and Bosnia, so forth. And in this particular instance, I think the president behaved in that tradition," said Kerry.

Paul suggested Kerry is cherry-picking the Constitution. He pointedly asked Kerry to defend his anti-war stance in the 1970s against Richard Nixon's decision to bomb Cambodia, on the one hand, and President Obama's actions in Libya on the other. Kerry responded that the circumstances of the conflicts were different: Vietnam had been waging for years without Congressional approval, unlike the situation in Libya.

Paul was unmoved.

"Length of time, but similar circumstances: a bombing campaign unauthorized by Congress," he said. "See, the Constitution really doesn't give this kind of latitude to sometimes go to war and sometimes not go to war."

Kerry said he respected that position in theory, but in practice always requiring Congressional approval for every military action was not practical.

"You can be absolutist and apply it to every circumstance. The problem is, it just doesn't work in some instances," said Kerry. "When 10,000 people are about to be wiped out by a brutal dictator and you need to make a quick judgment about engagement, you certainly can't rely on a Congress that has proven itself unwilling to move after weeks and months."

The two men went on to spar over aid to Egypt, given Egyptian president Mohamed Morsi's comments from 2010 that have recently been made public calling Israelis "blood suckers" and "descendants of apes and pigs."

"Do you think it's wise to send them F-16s and Abrams tanks?" asked Paul.

Kerry called the comments "reprehensible" but again pointed to the fact that Egypt remains a critical lynchpin for a peaceful Middle East. The senator also pointed to the ways Morsi's administration has been helpful - supporting the peace agreement with Israel and working with the U.S. on security in the Sinai peninsula.

"This is always the complication in dealings in the international sector - not everything lends itself to a simple clarity, black/white, this/that every time," said Kerry.

Paul also pressed Kerry on whether he would support cutting Pakistan's aid if the country does not free Shakil Afridid, the Pakistani doctor serving 33 years in prison who was convicted of running a vaccine program in Abbottabad to help the U.S. obtain DNA from Osama bin Laden's relatives. Paul said Dr. Afridi's detention could act as a deterrent for future informants and that Pakistan, as an ally, should be cooperating.

Kerry again said that the relationship with Pakistan is complex, and pointed out the other ways the country has helped the U.S. in its war against terror.

"I intend to raise the issue of Dr. Afridi with them. I can promise you that," said Kerry. "But I am not going to recommend, nor do I think it is wise, for American policy to just cut our assistance. We need to build our relationship with the Pakistanis, not diminish it. "
